SITE PLAN REVIEW COMMITTEE
September 3, 2008 - Minutes
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Skaket Meeting Room at the Orleans Town Hall. Departments Present: John Jannell (Planning); Anthony Pike (Fire); Brian Harrison (Building); Jennifer Wood (Conservation); Bob Canning (Health). Absent: Todd Bunzick (Water); and Mark Budnick
(Highway).
AMENDED FORMAL REVIEW: C & C Realty Trust, 5 Nell’s Way
Tim Brady (East Cape Engineering) presented the amended Formal Review for C & C Realty Trust to be located at 5 Nell’s Way. Brady stated that all of the issues discussed at the last meeting have been addressed and the application will have to be approved by the Zoning Board of Appeals. Brady stated that exterior lighting and building issues will be addressed at the time of the application for a building permit. Brady noted that due to the size of this project (over 35,000 square feet) it will fall under controlled construction regulations. Spot elevations and drainage calculations have been provided to avoid runoff into the road. An irrigation well on the site will be removed. Brady stated that a note has been added to the plan indicating that a landscaped mulch area will be
available for emergency and fire vehicle access will be adequate around the building.
Comments:
Fire: Fire Department comments have been addressed.
Health: No floor drains are allowed in the building. The irrigation well must be removed. The “allowed flow” is proposed to be 90 gallons per day. The property may be subject to proposed Nutrient Management Regulations as limited sewage flow is based on the square footage of the property.
Conservation: There are no wetlands on the site.
Building: 30% of the natural area must be delineated on the plan due to the location in
the Residence District.
Planning: Planning department comments have been addressed.
MOTION: On a motion by Bob Canning, seconded by Brian Harrison, the Committee voted to approve the Formal Site Plan Review for C & C Realty Trust for property located at 5 Nell’s way noting that a note on a revised plan regarding the natural area delineation be submitted to the Planning Department and subject to Zoning Board of Appeals approval.
VOTE: 5-0-0 The motion passed unanimously.
INFORMAL REVIEW: Throttle Werks [sic], 18 Giddiah Hill Road
The applicant, Eugenia Porges (d/b/a Throttle Werks[sic]) stated her interest in property at 18 Giddiah Hill Road for a business to do detailing, customization and repair of motorcycles. John Jannell noted that a 1985 plan of the property was provided by the applicant which predates the beginning of the Site Plan Review Committee. The building is currently being used for bicycle and stringed instrument repair. There is an existing apartment in the building.
Comments:
Fire: Storage of fuel must be kept below DOT requirements. Applicant may need to install fire resistant drywall between apartment and repair shop.
Health: The Title 5 sewage disposal regulations will have to be enforced for this property. The repair/service bays would require 150 gallons per day (450 gallons per day minimum system) and 110 gallons per day for a one-bedroom apartment. The existing septic system is currently “under order” and does not appear adequate for the proposed use. No floor drains are allowed inside the building. Noise levels must be kept reasonable.
Conservation: There are no wetlands on the site.
Building: A fire separation wall must be provided between the apartment and the repair
shop. This change of use application will require a building permit.
Planning: A current formal “as built” plan of the site needs to be submitted for the town records as the original plans for this property predate the Site Plan Review Committee. Dustless/durable parking spaces need to be provided for all of the proposed uses on the site and must be shown on the plan. 25-year storm drainage must be contained on-site and drainage calculations must be prepared by a Professional Engineer and provided to the town and shown on the Formal Site Plan. Any proposed signs must meet the requirements of the Orleans Zoning Bylaws 164-35. No business shall have more than three (3) signs. All exterior lighting must conform to the Orleans Lighting bylaw (shielded and
pointed downward) and manufacturer tear sheets must be provided for town review and must be shown on the plan.
MOTION: On a motion by Bob Canning, seconded by Brian Harrison, the Committee voted to request that the application for Throttle Werks [sic], to be located at 18 Giddiah Hill Road, return to the Site Plan Committee with more information as a Formal Site Plan Review.
